Scott Pelfrey

Sand Dollar Cybersecurity is a veteran-owned company was formed to assist entities with compliance and/or technical counsel after Mr. Pelfrey retired from ReliabilityFirst Corporation (RF) – one of the six Regional Entities operating under the North American Electric Reliability Corporation (NERC). His 41 years of IT experience in OpenVMS, Microsoft Windows Operating Systems, Active Directory, Network Management and Support (to include NP-View), SCADA systems and security, Threat and Vulnerability Management, Physical Security, and Recovery Methodologies in both IT and OT has allowed him to gather expertise specifically for Regulatory compliance.
His past experiences run from when he started with RF in April 2007 -- before RF was incorporated initially -- in their Information Technology (IT) Department and was later promoted into the CIP Compliance Group in January 2014. Mr. Pelfrey has been a CIP Auditor for the past 11 years at RF. In addition, Mr. Pelfrey leverages real-world experience at an Ohio Utility from October 1998 through March 2007. He held positions in Information Technology where he installed Active Directory infrastructure, supported remote PI servers at all generation plants, installed DCS in large coal plants, and supported OpenVMS systems at all four of the utilities Nuclear Plants. Mr. Pelfrey was also a key member of the Real-Time Systems Group who installed and maintained the new Energy Management System (EMS) from Areva installed at the utility after the 2003 Blackout which at that time supported two regional Transmission Control Centers managing more than 15,000 miles of Transmission and Distribution grid components.
